Córdoba Govtech: Bridging Startups and Public Sector Challenges
Córdoba Govtech: Bridging Startups and Public Sector Challenges

Partnered with Incutex
Overview
A partnership to activate the local govtech ecosystem
As part of an initiative led by the Municipality of Córdoba in collaboration with BID Lab, and in partnership with Incutex, the Córdoba Govtech program was developed.
The initiative aimed to strengthen the local entrepreneurial ecosystem by promoting technology-driven solutions focused on improving public services and citizens’ quality of life.
The challenge
Bridging two worlds that rarely connect
Tech entrepreneurs often face barriers when engaging with the public sector.
Key challenges include:
limited understanding of how government operates
lack of familiarity with the B2G business model
few opportunities for direct interaction with public institutions
This gap affects both the quantity and quality of govtech and smart city solutions developed locally.
The challenge was to bridge this gap and enable meaningful collaboration.
The solution
A program to train, connect, and activate
The program was designed as a training and engagement space for tech entrepreneurs.
The approach combined:
B2G capability building
Training on how to design solutions aligned with public sector dynamics.
Stakeholder engagement
Creating opportunities to interact with public officials and ecosystem actors.
Solution development with impact
Supporting projects focused on real urban challenges.
Ecosystem strengthening
Encouraging collaboration between public, private, and entrepreneurial sectors.
Impact
Stronger connections and more relevant solutions
The program contributed to strengthening the local govtech ecosystem and building key capabilities among entrepreneurs.
Key outcomes include:
Development of solutions aimed at improving urban quality of life
A better understanding of the public sector among startups
New connections between entrepreneurs and government actors
Increased visibility within the local ecosystem
It also created a foundation for future collaboration and joint initiatives.
Collaboration as a driver of innovation
Key takeaways from the program include:
The need to foster collaboration across sectors
The importance of creating direct engagement opportunities with public officials
The value of targeted support programs for govtech ventures
The initiative highlights that innovation ecosystems grow through both capability building and strong connections between actors.
