Overview

AI-Powered Fiscal Transformation

A public tax agency in Argentina, responsible for managing tax collection and administration, set out to improve efficiency in its Office of Tax Determinations. Together, we explored how generative AI could support critical tasks such as document analysis, argument interpretation, and preliminary ruling generation.

The project aimed to demonstrate how artificial intelligence could reduce manual workload, structure complex processes, and improve decision traceability—without increasing headcount or requiring complex integrations. This initiative led to the creation of F.A.S.T. (Fiscalization AI Smart Team), a platform developed by Santex that combines natural language processing, automation, and regulatory intelligence.

The Challenge

Manual processes, high volume, and low scalability

When a taxpayer receives a debt notification (corrida de vista) from the agency, they can submit a rebuttal through the public platform, attaching supporting documentation. Analysts must manually examine this material, compare both parties’ arguments, and issue a fair, legally sound determination.

This process was:

  • 100% manual

  • Highly time-consuming and cognitively demanding

  • Difficult to scale without expanding the team

The challenge was to validate whether an AI-based solution could automate key parts of the workflow, maintain quality and legal consistency, and make decisions traceable, auditable, and explainable.

The Solution

Generative AI and modular design

Santex designed and implemented a functional solution for testing automation across the entire process, from case intake to draft ruling generation. F.A.S.T. included specific interfaces for analysts and taxpayers, along with intelligent backend processing.

Key functionalities:

  • Case creation from official documents: The system reads and interprets the corrida de vista to automatically build the initial claim.

  • Taxpayer response upload: The AI summarizes supporting documents and presents them back for confirmation.

  • Automated case comparison: The system compares the agency’s and taxpayer’s positions, pinpointing key discrepancies.

  • Suggested ruling: A preliminary ruling is automatically generated in structured legal format, ready for analyst review.

The web app includes login profiles, case dashboards, and AI processing using GPT-4.1 mini models and OCR tools.

Key Outcomes

100% success in document interpretation
The AI accurately processed and understood official, legal, and scanned documentation without requiring system integrations.

Sufficient data to move toward MVP
The available inputs were sufficient to support system performance, allowing for the next steps without requiring additional technical dependencies.

Language adaptation validated
The models were able to interpret highly technical, domain-specific tax language relevant to Argentina’s context.

Ruling automation effective in simple and medium-complexity cases
The AI-generated suggestions were accurate in most cases, though more refinement is needed for edge scenarios.

Opportunities for expansion identified
Bulk case processing, improved error handling, and filtering of redundant information emerged as future enhancements.
